Here is some useful info for Tamil Nadu open quota candidates - this is not available on CCB site.
The STATE RANK cutoffs by branch for OPEN QUOTA (HOME STATE) in the 2nd Iteration is as follows:

65 NEW candidates seem to have been called for second iteration counselling in the home state open quota (total number of seats = 185)
Several of the pvt colleges in Tamil Nadu do not allow sliding for all the vacant seats. They can sell a CS, ECE, Mech seat for a higher price than some of the other branches such as biotech, metal, etc. So, they keep a portion of the vacant seats for mgmt quota. The actual ratio is never disclosed.
Don't know about VIT specifically, but this seems to be the practice in several similar colleges.

A reserved candidate with a 4.7 lakh rank gets EEE in a leading NIT while many of you who have slogged for 2+ years have been left hanging.
Some states are worse than others ... have a look at Tamil Nadu ... 79% reservation (Some say it is more in practice)
With COMEDK counselling getting delayed, some people may not turn up for the counselling. If that happens, cutoffs could fall a little bit. I am told that several people leave RVCE, PSEIT, MSRIT, etc for NITs and other colleges every year, and this causes subsequent internal sliding. If counselling get delayed significantly this year, the fall in cutoffs could be at the cost of internal sliding.
There is perhaps a silver lining in the postponement of COMEDK counselling!
Don't think anybody knows yet. COMEDK dates can be finalized only after CET dates are finalized. Dont think CET dates are fixed yet ... and this is liked to Karnataka Exam Authority's decision making. I've written to COMEDK, but have not yet received an answer.

It looks like after the fourth round, internal sliding within each institute takes place. It is not clear who will get higher priority - a person already enrolled in the institute in a lower branch with an AIEEE rank of X, or an unalloted candidate with a rank better than X.
Practically, the internal institute dynamics will have a bearing on who gets priority, I guess. In this regard, the private colleges are likely to differ from the NITs.
Sorry ... misunderstood your question the first time. Can you tell which section on the AIEEE brochure you are referring to?
Meanwhile, you can write to Central Counselling Board (email@example.com) seeking a clarification. They take a couple of days to answer, but do answer. I have received two clarifications from them.
Dont worry. It will shoot up after the first round of counselling. The July 4th seat allocation will be much better. Lots of candidates will drop out between the first and the second round, and you will get much higher preference. Be patient.
Don't despair. Tough and easy are relative measures. If you are good in 12th math, you can do well in EEE. If you have interest in EEE, all the better.
Students sometimes are overwhelmed by some of the technical courses in EEE because they do not understand the fundamentals well enough. If you get your basics and concepts right, you will do well in EEE. Same is the case in some courses in Mech.
Please be aware that there are only INDICATIVE allotments, based on the choices filled till 14 June. As more people fill in subsequently, the indication will become more reliable. If only 50% had filled their choices by June 14, this would not be a good indication. However,, 80% had, it would have been reliable. We don't know how many have filled in.
The likelihood of a candidate moving down his/her preference list is far higher than his chances of moving up. As more people with ranks higher than yours fill in choices, your relative position will fall.
