CCB has mentioned (Participation Subject to the final approval from MHRD, Govt. of India and Central Counselling Board) line against self financed Deemed Universities/Universities/Other Institutions at http://aieee.nic.in/aieee2010/aieee/welcome.html.
When Entrance Corner team researched about the individual colleges in the list we found many of them have already opened up their separate application process.
It simply means that they are not a part of CCB counseling this year. Many very good college are in list :
1. LNMIIT Jaipur
Last date to apply : 24th May
2. IIIT Hyderabad
Last date for applying online is 25th May
3. Dr. M.G.R Educational and Research Institute University

4. Sastra University (They will accept seperate application for 30% seats based on AIEEE result). Application form details will be announced after AIEEE results.

Possible Reason :
This may be one of the least possible reasons but this is only news available publically. Entrance Corner is just trying to inform that you have to fill separate form for above colleges if you want to get into those colleges.

ew Delhi: SASTRA University in Thanjavur, Tamil Nadu, has urged the Chairman of the Central Counselling Board (CCB) of the All India Engineering Entrance Examination 2010 not to increase the counselling participation fee for the universities from Rs.2.50 lakh to Rs.10 lakh this year.
In a letter to S.S. Gokhale, CCB Chairman, the Registrar of SASTRA University S.N. Srivastava, said that the contents of the communication dated March 30 demanding payment of Rs.10 lakh as participation fee were surprising and shocking.

Copies of the letter had been sent to the HRD Minister Kapil Sibal and Higher Education Secretary in the HRD Ministry.
The letter said “any change in the rules and regulations, needs to be advised well in advance to the participating institutions and not at the eleventh hour. When the information bulletin was issued in December 2009, it was not made known that Rs.10 lakh should be paid in advance towards counselling charges.”
The Registrar said; “The AIEEE was started in 2002-2003 and the Central Counselling Board started this exercise in engineering discipline. We have been participating in the AIEEE from its inception. During 2008, the CCB charged Rs.2 lakh as participation fee and increased it to Rs.2.50 lakh in 2009. For 2010-2011 the CCB has unilaterally decided to increase the fee to Rs.10 lakh, a 400 per cent increase in the participation fee. You may appreciate that education cannot be a source of profit even for conduct of entrance examinations.”
Pointing out that the participating institutions were not consulted during the mid-stream changes that were made during AIEEE 2009, Dr. Srivastava said there was a great deal of confusion which arose due to the extended counselling, which was not contemplated in any of the meetings conducted before the commencement of counselling.
The Registrar wanted the existing procedure to be continued and not to increase the participation fee.
