since u have not paid the fees its equivalent to not applying................u can make a fresh online application now and pay the fees and choose ur choice of center...............if u have any doubt regarding this u can call the IIST office(they are  active and they will respond 2 u).....

before applying again plz. contact the college authority ,

other wise two applications means totally rejection.
